New complex adds 48 units of affordable housing in Northwest Detroit

The new Orchard Village Apartments affordable housing complex in Detroit’s Old Redford neighborhood is fully leased.

Detroit Blight Busters and Cleveland-based CHN Housing Partners on Monday officially opened a new 100% affordable housing apartment complex in northwest Detroit.

The $16 million Orchard Village Apartments complex took shape across nine vacant lots since breaking ground in August 2023.

Construction was completed in late 2024, and the development is fully leased to residents with qualifying income of 30%-60% of the area median income, the co-developers said. Rents range from $525-$1,173, according to its website.

“Orchard Village is a dream come true thanks to the Detroit Blight Busters team … as well as CHN Housing Partners and many generous funders,” John George, executive director of Detroit Blight Busters, said in a news release. “This development will be a wonderful home to families and children in our neighborhood for many years to come.”

The project was primarily funded by $10.8 million in federal Low Income Housing Tax Credits awarded by MSHDA. Additional financing came from the city, the state, Federal Home Loan Bank of Indianapolis, Flagstar Bank, First Merchants Bank, Churchill Stateside Group and DTE Energy Co.  Cinnaire is the tax credit equity syndicator.

“Orchard Village would not have been possible without the support of Mayor (Mike) Duggan and his team, (Michigan State Housing Development Authority), the State of Michigan and a number of other funders,” CHN President and CEO Kevin Nowak said in the release: “Thanks to their commitment to quality, safe and affordable housing, we can provide homes to 48 families in Detroit through Orchard Village.”

The four-building complex of two-bedroom apartments includes on-site property management provided by CHN and on-site parking. It also offers amenities including in-unit laundry, air conditioning, patios for lower-level units and a community space with computers and a kitchen.

“For decades, John George has been a community leader in getting rid of blighted buildings in Detroit,” Duggan said in the release. “Now that we’re running out of them, he’s able to put his energy into building beautiful new affordable housing. What he and CHN Housing Partners have done here with Orchard Village to transform vacant land into a new community in the Old Redford neighborhood is truly remarkable.”

Lorcan O’Herlihy Architects, which has an office in Detroit, designed the building and Cleveland-based JGJ Construction was the general contractor.

The project is one of several affordable housing projects supported as part of a goal set by Gov. Gretchen Whitmer in 2021 to build or rehabilitate 75,000 homes by September 2026. With the expectation it will reach that goal this summer, the state increased its five-year, statewide housing target to 115,000 units last year.
