New modular-built housing is headed to southern Macomb County.
The county’s Department of Planning and Economic Development and nonprofit housing organization Community Housing Network this week announced construction of eight new modular units in Eastpointe, set to be priced at well below market rates, part of an effort to address a lack of affordable housing in the region.
Two of the units would be priced at rental rates affordable to those earning 50% of the area median income, which for one person in Macomb County is $35,350, according to a news release. The remaining six units would be reserved for those earning less than 60% of AMI, or $42,420 for one person.
The project, on a previously vacant lot at the northeast corner of Kelly Road and Toepfer Drive, creates five one-bedroom and three two-bedroom apartments, with one unit that is fully accessible.
“This was an incredible collaborative effort between our department and Community Housing Network, and it addresses a very real problem facing many individuals — housing availability and affordability,” MCPED Director Vicky Rowinski said in a statement. “Obviously there’s more work to be done, but this is a step in the right direction and I’m proud of the partnership that is making this all possible.”
Total construction costs are $1.6 million. The housing development is funded by federal block grants from the U.S. Department of Housing and Urban Development as well as money from Macomb County, a loan obtained by the Community Housing Network and other sources.

The modular housing units were built off-site by Champion Homes Inc. (NYSE: SKY), a Troy-based modular home company.
Beginning April 22, the modular units were being installed on permanent foundations by professional installers, according to the release. Following the completion of the installation phase, the team will finalize the buildings to ensure they are ready for residents by this summer.
“A major advantage with modular construction is shortening the construction timeline,” Dave Rose, real estate development program manager for Community Housing Network, said in the release. “From the start of site work to full completion and lease up, it is possible to achieve that in six to eight months, where traditional construction would likely take 12 months or longer. And it’s not what many think, these are not mobile homes. They are high quality homes built in a climate-controlled factory by trade professionals. This eliminates many of the variables present in traditional on-site construction.”
Modular construction has grown in popularity in recent years, due at least in part to the time and cost savings offered by the method.
As of the end of last year, total shipments of modular homes grew 15.8% year-over-year, according to a report by the Manufactured Housing Institute trade group.
